Installing vinyl insulation over asbestos clapboard – GreenBuildingAdvisor

This may have been covered previously but couldn’t find exactly the answer to my question. I’m going to reside a 2 car detached garage. Estimated 1930s build, which I’m almost certain contains asbestos wooden cedar. I know the best practice is to remove all the siding down to the studs but it would make the project out of budget, especially with asbestos removal. I’m thinking of using fan fold insulation to get a flat surface. Would I need at least .5 rigid foam to get more of a flat surface? The plan to use insulation on the inside I’m just trying to cover the old siding and seal it. I’m going to tape the seams and add vinyl siding. Would I need to add housewrap in one of the layers? I don’t want to go all way to ground level with siding, I want to stone or stucco the bottom few inches to avoid contact to the ground. What would I use on the bottom of foam insulation to seal it?
