You’ll want to protect the bottom edge of the polyiso with something durable, like a piece of bent metal flashing. This will keep bugs and other critters from burrowing through the bottom of the insulation. You can extend the insulation slightly onto the concrete, I personally wouldn’t go too far onto the block. I would use a foil faced tape and tape the seams, then install a mechanically attached house wrap. This makes it easier to integrate any windows and doors into the water resistive barrier. At 1/2-in, you can simply side over everything. Thick layers may require some other siding attachment strategy. The foil facing of the Polyiso is a vapor barrier, if you are installing an interior vapor retarder, I wouldn’t recommend polyethylene sheeting.
