Framing out concrete lower garage – GreenBuildingAdvisor

I have a lower garage with a 10′ overhead door. 19.5′ wide by 34.67′ deep (676 SF). 3 sides are concrete, overhead door side is framed / drywall. I want to finish the area and ultimately create storage in the back and a woodshop in the front (no additional interior framing). Intend to frame concrete with 2×4’s with plywood finish. 1/4″ rubber flooring. Since I am climate zone 6A, I am dealing with deep winter freezes (down to -22°F ambient design temps) and need to plan carefully around moisture, heating, and structural attachment.
Couple things to keep in mind:
- The ENTIRE area (minus the walkout front where the overhead door is) is concrete. There is a hollow core floor ceiling (which supports my main garage).
- The area stays pretty damp / musty. I have a commercial grade dehumidifier running in the mean time.
- There are times before the dehumidifier when some wet spots were visible on the floor (assuming it is getting in at floor / wall transition. Never a stream, but it has created visible spots in the past.
- The window side is to a partially exposed exterior wall. The side entry door is to a hallway to goes to a stairwell to my upper garage and door to basement. The back wall is completely under upper garage.
- I will add a mini-split unit on the window side in the future, as I have an exterior wall to easily accomplish.
Looking for feedback on how to deal with moisture and general framing around the perimeter. I THINK a taped continuous rigid XPS foam board and standard 2×4 framing would be sufficient, but not sure if I need to be considering additional steps with the fact that the moisture doesn’t seem to be completed eliminated.
I want to keep as much space as available, but want to do things right to eliminate the humidity / mustiness.
