Mitsubishi central ducted behavior – GreenBuildingAdvisor

Have a relatively new SVZ/SUZ 24K BTU (454B) air handler installed. I noticed with electrical monitoring that sometimes it will jump from a baseline of 60w (fan low) to 250w for 3 minutes then back to 60w for 3 minutes. See graphs.
Is this a base pan heater or the unit cycling the compressor? It seems to do it even when above freezing so I’m thinking it isn’t a basepan heater. Is there a setting or adjustment I should explore? Thanks!
