Insulating rim joist in brick home? – GreenBuildingAdvisor

Hello! I’m seeking advice on how to insulate the rim joist area on my 1950’s Cape Cod near Philadelphia. It’s a stick frame with brick veneer (no weep holes as far as I can tell), and the basement is a walkout. The joists sit on a sill plate, which sits on a block wall. At the end of each bay, I see a black board (asphalt-impregnated fiberboard?) that extends behind the joists, the sill, and the subfloor, suggesting that there is no actual rim joist (see photo). Fiberglass batt was stuffed into each bay.
I was planning to air seal and improve R value with cut and cobbled EPS board, Great Stuff, and fiberglass batt. Thinking it through more, I’m concerned about trapping moisture and making things worse. What is the best and/or easiest solution here? Jam a couple of inches of Rockwool or Comfortboard in there and forgo the air sealing? I’m not sure that I want to get into jacking anything up to add a capillary break.
Thank you!
